The February 5,
2003, regularly scheduled monthly meeting of ANC-3D was called to order at
Sibley Hospital’s Ernst Auditorium by the chairman, John Finney, at 7:30 pm.
Commissioners Gates, Hamilton, Heuer, Mullane, Polk, Shapley were all
present. About 15 others attended. Community Concerns 1 - Discussion of police report by Lt. Sullivan, 2nd District. She also passed out safety tips for residents to prevent burglaries, robberies and break-ins. There were 23 crimes in the past month, and the photo radar had caught 1300 violations. A breakdown of the latter figure was requested. Commissioner Polk was especially concerned to get particulars on the crimes associated with the juvenile facility that occur in the 4400 - 4600 blocks of MacArthur Blvd. Police had their government-issue cell phones recalled and are using their personal devices. The short-staffing for the night beat was highlighted, and a letter from the ANC to the Chief and the Judiciary Committee was proposed on this problem. 2 - Jill Diskan is the new Ward 3 Neighborhood Services Coordinator to help improve city services to neighborhoods. George Watson raised the problem of PEPCO’s tree trimming contractor, Asplundh, which is unnecessarily removing limbs near power lines. Councillor Patterson pledged to pursue this with PEPCO. 3 - Matt Thorp has been elected chair of committee to investigate aircraft noise by the Palisades Citizens Association (PCA). He will be reporting back to the PCA and to the ANC with his findings on the latest rules with respect to noise and timing (viz., 10pm - 7am curfew) for over flight of our area. 4 - Christine Hagarty [Haggerty?] would like to see pavement markings to delineate parking lane on Loughboro Road between Indian Lane and Arizona Avenue and to add signage. Commissioner Gates will investigate and pursue this and report back to the Commission. 5 - Jennifer Noyon recounted the long history of attempts to get sidewalks and other safety markings (e.g., Key School crossing lines) put in on Arizona Avenue and asked that we try again. It was recommended by the ANC that she and others circulate a petition for the measure, even though it is not required by rule. This action will be on the March agenda. 6 - Steven Dyer [Day?] complained about the "stink” along Canal Road, which becomes offensive in summer time. A check with WASA yielded the fact that there will be no change in the interceptor line, which could improve the situation, until 2005. Councillor Patterson reported that she had written a letter to WASA about this problem. Commissioner Shapley noted that it would be useful to get the overall schedule for such infrastructure renovation, as some are merely patches and some are truly permanent renovations. She noted the pollution from a Spring Valley West storm drain line, that had been patched many times. 7 - Emily DeCicco asked for support to save the Dollhouse Museum near Lord and Taylor. Flora Gill Jacobs who started this about 30 years ago, has lost her lease. She needs to find a new place to house her wonderful collection of dollhouses and furniture. |
